Citeo is Producer Responsibility Organisation for Extended Producer Responsibility (EPR) for household packaging and graphic paper in France. The inclusion of EPR schemes in French legislation since 1991 has set clear objectives in terms of the circular economy and the environment: consumer awareness and information campaigns, eco-design of products, financing, optimisation and organisation of waste collection, sorting and recycling with local authorities, and development of new circular economic systems.

Given the ever-changing regulatory objectives, Citeo’s action is based on an innovative approach that includes the issues of the various players in the circular economy. At an international level, Citeo’s experience and knowledge have been presented to various organisations and discussions, both multilateral (in the context of the current negotiations for an international treaty on plastic pollution) and bilateral, at the request of various governments.

Citeo’s mandate to operate as a PRO is laid down in a State approval renewable every 5 years, which Citeo obtains by complying with strict specifications. In carrying out its missions, Citeo works with different types of associations and with its corporate customers. Internationally, Citeo is accredited by the United Nations Environment Programme (UNEP) to take part in various projects, discussions and negotiations where its experience and commitment are relevant. Citeo is also a member of two international partnerships, the PREVENT Waste Alliance and the Global Action Partnership for EPR, two platforms for exchange and support on the circular economy and EPR.
